Urgent. please help!!!

I currently have two Hermanns tortoises both in separate enclosures but identical care conditions. one is absolutely fine and incredibly active and has an amazing appetite. the other never basks or eats or really moves, she just seems to sleep in the same spot constantly. any ideas how I can help this tortoise along?

Much more info is needed, their age, date acquired, where acquired, pics of setups, type of lamps, photoperiod, etc., etc..

I assume that you place it near the basking spot so that it can warm up & that it's allowed to wallow a while in luke warm water daily - ?
