It is hard to see the white line on the tongue, but if I could I would still advice you to take him to a specialist tortoise vet.
I see you are feeding peas & sweetcorn, these are not good for your tortoise, they are very high in protein and do not have any source of calcium or phosphate, what other food do you feed?
