my tortoise keeps tipping himself over on his back how dangerous is this for him and how long can he stay on his back for

It is not good for him to be upside down and can be fatal if underneath the heat lamp. Is there any particular place which is causing him to do this? try putting large stones dug down in the soil for him to be able to push himself up right again.
